Well, in the great scheme of things, this is a 'good' problem to have. Solution is simple: raise the gas tax. Just make sure that revenue ONLY goes towards maintaining transportation infrastructure.

Virginia Is Worried Cars Are Becoming Too Fuel-Efficient? Sometimes the fuel tax is increased or a sales tax is imposed to keep the same percentage of tax income per gallon. Just make sure the fuel taxes are used ONLY for the repair or replacement of roads and bridges and Nothing else! Fuel taxes are NOT to be depsoited in the state's general fund and used for other purposes. Make sure those EV's and inbreds pay their fair share too – a yearly flat tax or a per mile fee assessed. Also, heavier vehicles pay a higher tax rate. Whatever the size or shape of the vehicle, vehicle manufactures Produce and the population ‘Drives’ vehicles with high MPG, are very safe, reliable, have a ‘reasonable’ cost and a good ‘value’ for the money. No one wants higher gas prices. However, as we get more gas efficiemt cars & trucks, we will consume less gas. Therefore, if the tax goes up, it will apply to fewer gallons. So, if the basic cost of gas remained the same (which it won't, of course), an individual's cost would not increase that much. So much for logic. Unfortunately, we all know our cost will go up.

no big deal, just raise the speed limits so cars will burn more gas to get nowhere in a bigger hurry. at 75 most cars will burn 45% more fuel that at 55 mph. just drive on an interstate at the speed limit in the right lane and see how many cars you have to pass compared to how many pass you.

If only that was the main problem. States are VERY good at just raising prices to (more than) compensate for losses in revenue. The real problem is the decreasing survivability of accidents with the decreasing weight of vehicles.
